I just started the Call to Arms quest on Melos where you either go train with Roxana on Hydros or pay to enter the Battle of 100 Arms or something. I had the same bug and getting the nation power to a third (well, just below) fixed it for me. I did all the animal hunts and became the leader of the huntress group, therefore they're not hostile toward me and as such maybe I can't fight her now as she's already allied toward me. I'm trying to get to the Cult member there, but can't start the darned thing. It has been forwarded to the development team to be investigated, but there are no updates or fixes at this time. I'm currently lvl 99 and went back to an older save when I was level 70 and the ability is working there, so it must have bugged out somewhere between 70-99. I never put any points in that skill but I just noticed when I hover over it I have the same red line "Progress further in the story" and I already finished the story. Call To Arms Quest When trying to train with Roxana, she will not talk to me on Hydrea island, all she says is "leave me champion". When I travel to Hydros all Roxana will say to me is "Leave Me, Champion" with no prompts to train with her or anything.
